In the year of 1994, The Department of Local Government carried out an enquiry as to why the old City of Wanneroo had sold land below market value and other issues about the procedure of the sale. This document has nothing to do with the current City of Wanneroo but has lessons for any Local Government now and in the future. This document was kindly provided to me by the whistle-blower in 2005 and I have found the information very helpful in the performance of my duties as Councillor.
